How set flipping works
Every Grand Exchange clerk has a “Sets” option. Bring the pieces of a set and the clerk swaps them for the set; bring the set and you get the pieces back. It costs nothing, takes a second, and works on noted items too, so you can pack or unpack a whole buy limit at once.
Sets and their pieces are traded separately, by different people, so their prices drift apart. When the pieces cost less than the set sells for, buy the pieces and pack them. When the set costs less than the pieces sell for, buy the set and unpack it.
Why the GE tax decides it
The Grand Exchange takes 2% of every sale, rounded down, and never more than 5,000,000 gp on one item. Items that sell for under 50 gp are tax free.
Packing means selling one item, the set, so you pay the tax once. Unpacking means selling three or four pieces, and each of them is taxed. On a cheap set that’s the same 2% either way, but on an expensive one the 5m cap only protects you once: a set worth 600m pays 5m in tax, while its pieces might pay 12m between them. Every profit on this page is after tax.
Buy limits and volume
You can only buy so many of an item every four hours. Packing is limited by whichever piece has the smallest buy limit; unpacking by the set’s own limit. “Per 4h” is the profit on one set times that limit, the most one account can make from it before the limits reset.
A margin on a set that trades twice a day is a margin you may never fill. Check the traded per day column, and start with the sets that move.

Questions
Is set flipping still profitable in OSRS?
Yes, though rarely by much on any one set. Margins open and close through the day as prices move, and the table here reprices every few minutes. Most of the money is in packing, because a set pays the GE tax once and its pieces pay it three or four times.
Do you pay tax when you pack or unpack a set?
No. Swapping at a Grand Exchange clerk is free. The tax is only paid when you sell on the Grand Exchange: once on a set, once on each piece.
Can you pack noted items into a set?
Yes. Bring noted pieces to a clerk and you get a noted set back, so a full buy limit packs in one go.
What is the difference between instant and offer prices?
Instant prices buy at what sellers are asking and sell at what buyers are bidding: what you would make clicking through right now. Offer prices assume you post a low buy and a high sell and wait for both to fill, which earns more but can take hours, and may not fill at all on a quiet set.
Can Barrows sets be packed from damaged pieces?
No. Barrows armour and the Moons of Peril sets can only be packed from undamaged pieces.
